Freedom To Speak Up Guardian Service

A Freedom to Speak Up Review was conducted by Sir Robert Francis and published in 2015, finding that healthcare staff do not always feel confident in raising concerns about their organisation.

Following this review, NHS England agreed that the principles of Freedom to Speak Up should be adopted by primary care organisations.

On occasions, staff within BaNES General Practices may have concerns about what is happening at work. These concerns may be easily resolved via informal discussions by the relevant staff members, between themselves or with their Line Manager. Although they may be of interest to the public, they are not usually so serious as to be classified as needing investigation.

General Practice staff may have concerns about negligence, professional misconduct, financial malpractice, unlawful conduct or dangers to the public or the environment, and these do need a more formal approach from the outset, and staff should seek advice from their Line Manager straight away.

Staff may feel like they are unable to raise the matter with their line manager, lead clinician or tutor, and need to raise the matter with the BEMS Freedom to Speak Up Guardian.

BEMS Freedom to Speak Up Guardian will ensure that appropriate policies are in place and staff know how to raise concerns. They can also offer advice and support staff that have concerns.
